They always tell us that it was a mistake and according to wiki, they didn’t know that it was an American ship, but evidence suggests otherwise. If you look deeper into it, it was planned by high ranking Americans and Israelis.

Normally a “spy ship”, would have a flight deck ship, within something like 100 miles, but on this day, there were no ships close to come to the aid of the USS liberty.
